Yes. RA 11934 has no sunset date. Every new SIM must register under your real name with valid ID.

Where do I register Smart or TNT?
Carrier portal: simreg.smart.com.ph or Smart app. TNT shares this portal.
How do I check if my SIM is registered?

What IDs are accepted?
Passport, driver’s license, UMID, PhilID, PRC, Postal ID, voter’s ID, senior ID, PWD ID — and more on some carrier lists. Portal live list wins. See full list.
